No, the default forum time is UTC, which doesn't use daylight savings. If daylight savings affects you, you need to update the offset in your profile whenever it happens.
Well ok guys, we learned another fact about the forum 
, but i was confused when i see that the forum time is London time.
In europe the time changes in the last Sunday in March and the last Sunday in October.
While in US it changes in the second Sunday in March and 1st Sunday in November.

It's because BitcoinTalk is on US time which doesn't change till next weekend.

This forum is in fact run on US time since the Administrators are US residents.

That's odd. I wasn't aware that the time has been changed 1 hour background. Tho time in my browser works just fine. It's competely working.
Change your time offset by one hour in your profile if you're bothered by it.
As we know today the time has been changed for 1 hour backward.
