Yeah saw that one already flashing all around the Huobi application itself. Just invite friends and you can get as much as 50% cashback on the transaction fees. Pretty good marketing strategy but to be honest it doesn't affect much. I mean it will be just temporary and won't last more than six months until when Huobi will create triple the user base than what it currently has. So as long as it runs we can actually get good discounts but we all know the fees are already around 0.1-0.2% of total transaction and it's really not much.
I used Huobi exchange too, and this exchange is one of the my favorites exchange, they has friendly interface and also offer many strong fundamental coins to trade. This exchange also include in top 10 biggest exchange according daily volume transaction, so i get better liquidity. They has good customer support via telegram, and they handled verification proccess just a few minutes.
People should avoid Huobi.
If you look at how poorly people are being treated by their support desk, and that in broken English, you don't even want to hold one single Satoshi on that exchange. Even free trading shouldn't be reason to trade there.
Another thing is that they also frequently lock accounts and force people to go through a verification procedure, and with all aforementioned in mind, plus that people don't know much about Huobi, it's definitely a no go.

Yes we need to avoid these kind of exchanges even they offer their services for low cost because paying little extra is better than losing all your funds to an scam site.Even some reputed exchanges turned into scams lately once they got good number of holders so we need to pick the best exchanges for trading. Every one will try to get small fees for their transactions even there's risk they should know and we call it delay. There's no guarantee small fees will finish transactions on time but at least we can save small money for next transactions. I can't open your link, maybe my network not work properly. Some day I'll visit it to know what the inside.
What do you mean that on Huobi we "have crazy cheap transaction fees"? Could you elaborate on this? Is is about withdrawal fees, or do you mean exchange fees?
i dont think its a good idea.why people wanna use low rated exchange and put their money under risk

Well for me Binance is undoubtedly it's a good exchange site.
Binance is among the most well-known exchange sites in Crypto Currency world but houbi is also good but it's better to binance.

I think that the cost is absolutely a big problem for all transactions, especially for professional traders, to optimize profits, the reduction of transaction fees is absolutely necessary. The market is constantly fluctuating and it is difficult to predict, so I hait to trade on many different floor to reduce the risk and can increase the profit does not all capital to the floor.
