2 x r9 290 sotck voltage, oc to 1000/1500 takes 710W on wall. For 4 card i would estimate 1350W on wall, so 1600W PSU is enough.

I've just ordered:
4x MSI RADEON R9 290 4GB DDR5
Enermax / Lepa G1600 1600 W GOLD
AMD sempron 145
8gb memory
64 gb ssd
Do You think that this PSU will handle 4 cards at stock? I've also ordered multimeter so my plan would be to run it at stock and then check if I can OC it or not.
Also another technical question to You pros:
If I go over PSU limit will it:
1. fry PSU
2. fry almost everything
3. run unstable (freeze etc.)
4. random from above
