The 290 consume anywhere between 225w to 375w depending on how you under/over clock them. So yo answer your question (was it a question?): yeah, you could, so long as you're not planning on overclocking it and you make sure you undervolt it.

are you mining x11 coin or another coin? x11 coin has energy efficient? it is half of scrypt power. it use less energy.

I got 3 of those with a 1k PSU and its fine.
