When talking about scammers, I think it depends on who the culprit is. If a blockchain system that is transparent can be scams, then a system that is not transparent will be more scams.

Exactly, it’s happening in my country also highly developed countries those are special in medical sectors. 1st COVID-19 affected patient found in march 08 even who arrived from another country provably Italy. Thousands of people are passing airport without any check, now we see it’s consequences. Even there are people who come from other countries they can't ensure social distance. Hospitals are enough but they have no enough medical instruments likes PPE,ICO beds are quite low as far as population.

If it was used properly it could have helped a lot actually. Think about it, if every single person had a blockchain address, like a wallet but for personal individual being. In my opinion the blockchain has technological strength to maintain the data and administration of the moment. However in terms of marketing it would not be pleasant to associate the blockchain with pandemics or something related.
