The card as long as VISA or Mastercard are concerned will work everywhere at long as that place accepts those types of cards.

The real problem OP might face will likely come from the issuer of the card as a simple look at the account history, and those things are automatic, will show that the owner who has received this card in Singapore hasn't spent even once a penny there and all his transactions have been done in India. I doubt they will let it slide for too long unless the sums are too little to be of any concern to you're not using only the ATMs.  I'm pretty sure they are expecting this kind of trick to go around banned regions and probably are already one step ahead.

Besides, withdrawing from an ATM via a crypto card in a country with a different currency will make you spend a lot on both ATM charges and FX fees, I've run into an almost 20% fee here in Europe with a EUR-HUF withdrawal, probably will be far worse there.

From my experience, they won't work. Most of the cards I had applied for do either document verification or do audio/video verification along with it. If crypto is illegal in your country they wouldn't do all that verifications in the first place. There are no 'hacky' ways of getting a card since no matter how shady the company is they would need the documents to link to bank accounts.

Mind sharing why they don't work? As I understood it, OP is just looking to get a card with his name which can be purchased from Singapore/Dubai. If it's a Mastercard/Visa, it should work on transactions and withdrawals regardless of whether they are from a country with crypto restrictions or not. If OP can get through the verification process with the help of his friends, I think there wouldn't be much problem on using the card after all is said and done. If everything is on his friend's name, then it would work smoothly although trust is a big factor here considering that they can still screw you if they decide to take over the account and withdraw all the money for themselves.

I haven't heard of any actual cases where this has been happening, but it seems like it would work.

So long as you actually get a card from Visa/Mastercard, I agree with the others that you should be able to withdraw at ATMs, make EFT transactions and so on. The restriction is on signing up for the card - not on the actual usage of the card.

You might get charged some extremely high transaction fees attached to your card if you use it overseas, though. There is also a risk with the funds being your friend's name, so definitely don't put too much BTC into it.

i have a friend who have problems with crypto.com cards. you can try to use any other bitcoin debit cards.
any Visa card that accpted in any country will works in india but card limit and fees will make it a high cost way to withdrawal bitcoin.

It would work the same way once you get a debit card from the back. If you are eligible to get an international debit card from any country either from India or abroad then it would use any country where Visa or Master card is accepted. The Crypto debit card system bans the citizen of a country due to government regulations. But if the card is loaded from other countries and use in India ATM, then it should work. Because if an Australian uses a crypto debit card then he would visit India and he should be able to withdraw money from ATM. Otherwise, what is the meaning of an international debit card? Isn't then useless?

I checked most debit card providers in crypto space, none offers services to India.
Most services are not accepting India for delivering cards maybe because of issues with tech support scammers but debit cards should operate normally except in cases when card issuer is not allowing that.
Binance or Crypto.com can't deliver card and accept registration from your country but you can check out Crypterium card, last time I checked it was available but please note that Crypterium is custodial service.

I have friends in Singapore/Dubai. If I ask them to get me a crypto.com (or any similar services) card either their name or in my name to be used in India, will that debit card work seamlessly or will I face problems as crypto.com is not offering card services to India.
This card should work without any issues but they can block it anytime if they notice anything suspicious, and maybe you will need to ask your friend to send you his documentation.
You should also think about taxes your friend will have to pay because you are using his account for receiving money.

I read some Europe bank accounts can be opened online with virtual/plastic debit cards.
I have bittrex KYC verified account. Will I be able to withdraw from bittrex to my Europe bank account?
If you have verified account it should work, but why don't you try it yourself first with smaller amount for testing?

Most crypto cards as long its visa and mastercard can be used to withdraw in any atm machine regardless the location imo. The only difference is these card providers only supports to EU countries for shipment deliveries.

I guess the only way is to purchase this card from EU from anyone you knew and forward it to the country you're residing.

 I have one friend from Bangladesh who currently is using crypterium debit card but Cryptocurrency isn’t legal here in our country. You can check if they have business running in India (I think they have). Did you check crypterium?
They also have virtual card option.

Are you sure? So far you are making use of Binance and that cryptocurrencies not yet banned in India, you should be able to make use of credit card (Visa Master card) for deposit and withdrawal.

Binance support INR (India Rupee), you can deposit directly into you bank this way, also you can buy bitcoin or other cryptocurrencies this way.

You still make use of p2p, but be careful because there are people that are looking for whom to scam. Use you normal bank for it, check your bank for payment not text message from bank, and do mot release bitcoin from escrow if you have not seen payment on your bank account balance. If the seller did not send in time, contact customer care about the issue as fast as possible.

Know that you may not be able to buy from bank ATM or POS directly, but you can buy using your credit card.

You must look for a way to exchange your bitcoin to your bank account and then use any debit cards because most of bitcoin debit cards or those that have crypto balance either have high fees or are limited to some services.

 in most cases, most of the restrictions imposed by governments are on service providers and withdrawals to Indian banks, and therefore if you have a debit card from another country that accept crypto, it is supposed to work as long as there are no restrictions on the issuer of the card.

But as I said earlier, it is better to find a way to withdraw to the bank account or to ask in the local board about the best method in India.

If the ATM you're going to use accepts Visa and MasterCards, then it should work regardless of whether the card provider ships to that country or not.

Now, regarding your second question, I'm not sure what do you mean by opening a bank account using a virtual card... but if you're referring to virtual banks (SEPA) such as Paysera, etc. then you should be able to withdraw funds from any exchange, however, I would advise you to check with the bank first, most of them don't accept crypto transactions.

I can't comment on the last question as I have never tried to withdraw fiat from Binance.

I am not sure is there any service offered in India because the crypto hasn't been positive to the government side in India for very long time but refill offers gift card service which can be used to buy most of the things in India if you have cryptos.
