MtGox works fine in Portugal, they use SEPA and I usually get them in less than 2 weeks. Check Bitcoin-Portugal.com for more info

It doesn't work in Japan so I doubt its going to work in Portugal Tongue There have been a lot of problems with withdrawals but many have reported success too, ymmv but I'd suggest looking at other exchanges. I'd recommend bitcoin.de and localbitcoins from personal experience but neither are really suitable for day trading/speculation if thats what you're into. There are plenty of others, shop around and see what suits you, a search here will usually get some good background on them.

Are you sure it doesn't work on Japan any more? I remember some forumer said that withdrawal to a Japan bank only take few days...

Cashing out fiat from MtGox is not easy. Doesn't matter where you're located, you'll always wait weeks(5 or 6) for your money. But if what you meant is if you can have a verified account easily, yes you can. My gf and a couple of friends have fully verified MtGox accounts.
PS: I live in Portugal.
