Poppy isn't just found in Afghanistan. With Afghanistan's relationship in the world, only those with ties to them can make transactions.
But China had already tied with them since the rarest element can only be found in Afghanistan,  rare elements that shall be used for car batteries. So if the world will shift to renewable energy, everyone will have to trade with China which is the same as trading with Afghanistan.

I'm not really sure how much active trading there was between Afghanistan and neighbour countries until Taliban came in power. But no doubts that these activities is going to reduce. For my country this question doesn't matter because our trading with Afghanistan was close to zero.

definitely if I were the president of a country I would not negotiate with them until they show a change of behavior and are democratic and respect human and people's rights.
