Do you mean like using '*67'?
You mean like someone with the ability to spoof the caller ID to an arbitrary number? That is technically possible but standard telephone carrier policy is to deny it. Virtual/IP-based telephony providers like Skype generally require SMS-based verification (others may use callback).
