I didn't try it yet but maybe solution:

In search type “Power Options“
Click on “Show additional plans“
Select “High Performance” plan
Then still on “High Performance” plan, click “Change plan settings“
Select “Never” on all four selections for “Turn off the display” and “Put the computer to sleep“
Click “Change advanced power settings” and look for “PCI Express” -> “Link State Power Management“, make sure it is set to “OFF“, usually it is but better to check on that

Windows expects to have monitors plugged in, or they put the cards into a sleep mode, making them perform poorly and sometimes not show up correctly/at all.  Because RX4x and RX5x GPUs have only digital outputs, they can detect if a monitor is present.  That wasn't really possible with analog connections, hence if DVI-I was on the card, it had to be assumed that a VGA monitor (via adapter) could be plugged in without knowing.

There's no known software fix, unfortunately.  Usually you can get by with one dummy plug per rig, but I've seen cases where it takes more than one card being connected like that.

I use sapphire trixx on windows 10 uefi when i plug monitor into gpu i can apply overclock, if i don't plug monitor but i plug into motherboard integrate gpu it not working (overclock) gpu mining with stock setting and not shot temperature, what hell? if i have 8 card i need 8 dongle Huh Why instead something like simpleminingOs not need and it working without plug it?

Is it possible to fix it? You can say why you dont' use simplemining cause atm i have 30.8 mhs on it when came on windows i have 31.4 mhs and draw less 10 watt with same setting i dont' know why.
