Have you tried downloading the exact drivers for win8 64 bit from here:

need help getting all graphics cards recognized by windows 8 64-bit professional.  device manager shows code 45(currently this device is not connected to the computer) for one of the cards.  i have 5 7950 cards running driver version 13.1. all cards were recognized in linux so the hardware is good just need some tech support.  thanks!
