When I click a taskbar icon in Windows 10, it brings the associated application into focus. When I click the icon again, it blurs the associated application, and brings the previous application back into focus.

If I am running Firefox or Waterfox or Palemoon, The tab that I click always remains in focus. It never blurs when I click it again. I can click that tab 100 times, and the associated page remains the page in focus.

How can I make the Windows taskbar act the same way as the browser? I want the taskbar icon I click to always keep the associated application in focus. If I click the Windows taskbar icon 100 times, I never want the application associated with it to blur, bringing the previous icon into focus.

How do I make changes to Windows 10 that make this happen? How about Ubuntu or Linux Lite?
