If your machine is already successfully downloading blocks, you shouldn't need to tick anything. All this allows for is for Bitcoin-qt to LISTEN for incoming connections, which would imply doing port forwarding on your router/NAT anyway. However, if you want to run a node for the good of the network, you'll want to port-forward port 8333 and tick the appropriate box for the connection you're on (Windows allows you to mark a network as Home, Work, or Public, and these options correspond to those 3 designations).

Just downloading a fresh copy of bitcoin core, how should i set the windows firewall, it asks to tick either:
[ ] private networks, such as my home or work network
[ ] public networks such as those in airports and cafes
What does it matter as regards security with these options, which should i pick?, this wallet is on a laptop im going to be putting away for long term storage. Lets say in 3 years i try to send some coins if i have moved house and changed internet maybe the firewall will be a pain so should i set it to public?
When you first connect to a network, you would most likely to be asked to select if it's a public or private network. If you select private network, it would only access the internet only if you're on a private network based on the previous settings you have chosen when you first connect to it. P.s. Private network is only needed if you're using it to share files via the connected device and accessing them. Otherwise, I would recommend going for public when setting up your network.
