Next time, always check the Support centre. Exchanges all have different ways of encountering errors and different ways of displaying them.
According to what I can find, the error means the withdrawal did not complete successfully. In this case, I believe the issue might be with the Bittrex deposit address.
Create a support ticket> Withdrawal issue> copy & paste details.

i was transferring siacoins from poloneix to bittrex
earlier there were no problem
but today when i saw this message on poloneix i am in shock
i have raised the ticket but i know they wont reply for months
please tell me what can i do other than waiting
