That is right, you have to withdraw whole amount of Neo after deducting the withdrawal fees. Whole amount being 1, 2, 10 or 20 Neo. If you withdraw 10.1 after withdrawal fees, the 0.1 will not be credited to your Neo wallet, which means you will see 10 Neo only.
I have the same problem wallet under maintenance. Luckily send few last night so I did participate with 20 neo
