The reason they look so creepy is because of the Uncanny Valley effect. Basically when you have something that very closely resembles human features/aesthetics , but not fully, it creates a feeling of revulsion and creepiness.
Their behavior and mannerisms might be spot on but they don't look anything at all like real humans. Most stores have better mannequins than those.
To be honest I've seen better versions of these androids elsewhere, I think as usual this is a news journalist who just doesn't know much about technology and hasn't done proper research.
