I saw this while reading some news that the World Bank is set to approve another $500 million loan for Nigeria, which will be the 10th loan secured by the present government administration.
If really the government works on the projects designed (enhance rural connectivity, promote food security, support women’s representation, and strengthen state infrastructure), I think there will be positive changes in Nigeria because when we look at the designed projects
>Enhance rural connectivity: If there's good improvement on infrastructure development, it can boost our economic growth, then there will be a reduction of poverty in our country and enhance our living standard.
>Promote Food Security: This project can help increase food availability and reduce the cost of food items if the promotion of agricultural markets and logistics is well put in place.
>Support women's representation: The gender equality is also a good and welcome idea.

My main concern is mismanagement and corruption.
There's a tendency that the loan funds may not be utilized effectively and efficiently, and it will undermine the project objective.
Also, if the government encourages domestic resource mobilization and self-sufficiency, there will not be reliance on external loans.

OP don't break your head to give this government suggest to them how to use the loan. Nigeria government is so frustrated to the extent they collect loan to pay salary and to share among themselves.  Loan was for capital projects not for salary or for sharing. Is only here in Nigeria the government took loan for personal use.

The worse thing about this loan from world bank.  Is that WB will be the one to decide what to do with the money. Its so terrible. That's why the Nigeria economy is getting weaker everyday. Because invisible hands are control the economy.

All those projects listed are just to help whitewashed the people that are sending them the loan, of course they will always come up with one or two excuses of what they want to use the money for. For all the loans this administration has collected, I've not seen one single thing they've done for the betterment of the citizens.

The government doesn't have time for domestic resource mobilization, that process will waste their time, they want Sharp Sharp dollars to put in their private portfolio. An advice such as domestic resource mobilization can only go to an administration that wants to look inward, because trust me there are enough Banks that are ready to give in this money for the development of the country but this set of leaders will not want to go through the rigorous processes of obtaining a loan with a local firm.

The kind money way them Dey generate for this we nation as we Dey so, mouth no fit talk am. Even then, though I understand say, them still need borrow via say, money way we need to run country too much. Even as e be, this money way them Dey borrow too too much.
