Paypal sucks big time specially when trading coins! so the best to get the deal is to offer a different payment method and yes always use escrow o avoid scams for both the parties !! good luck
Yes, but read it agian, he tells him to change his payment method, which indeed means people cant use paypal anymore...
A warning sign is needed in every topic where someone wants to buy bitcoins with paypal. Especially if the account is 2 weeks old. Nothing personal at all, just too many scams like that.
