I usually got my fund in Bitstamp account the next day that i did the bank transfer. 1 or 2 days waiting times is not that bad, 28 BTC is a lot of cash and you want to be careful buying from just someone online or make use you use escrow.
That suxs
If you can find someone in your area who is looking to sell then it is possible - otherwise no, there is still no good and quick way to get BTC unfortunately
