Buying Bitcoins with a MoneyPak is fairly easy here on the forum (https://bitcointalksearch.org/topic/closed-up-to-1000-mt-gox-usd-for-sale-5790) or in #bitcoin-otc. MoneyPak can be purchased with cash at US convenience stores and is completely anonymous for the buyer.

http://www.bitcoinmap.com/ is a bit better at finding locals because you can actually contact them.

This is the right place to ask. If I were you, I would check out Bitcoin.local first, as there might be someone in your area willing to do an exchange for cash.

You might also consider offering a trade in #bitcoin-otc.
