Lets say he buys from here during the next 4 weeks with Paypal and gets around 100$ worth of coins per day. Thats 3k$ in a month. Then he makes refund request through Paypal and gets all his money back and gets to keep the coins since it's not possible to link them in the Paypal transaction such a way they would return to the seller somehow. Or he can do the refund request later too.
What if the Paypal account is not even his, or is filled with stolen CC funds?
