1) is the Paypal gift method reversible? I've seen a lot of posts going back and forth on this.
2) how have you been able to get USD into btc-e? It seems like Liqpay is the best but I didn't have any success with them.

You will not get that.
Why?
1) because paypal is reversible, and you can charge back anytime (up to 180 days) after the transaction, by opening a dispute.
2) it is difficult and expensive to send USD into btc-e. that's why their prices are cheaper than mtgox. So, with 30 usd by paypal, you should'nt get more than 20 usd in btc-e
