You guys are right, Ive been searching the web for 3 days now and have come up with nothing, its mainly filters, but there was software that I came across in google play that converted photo to cartoon with a few clicks but no on can use it but the Arabs, as they haven't set multi language options and its only in Arabic.
I don't think there is such a program
Seeing it on fiverr is what made me get the idea as it sells like hot cakes and they all have hundreds of orders in que, just wanted a piece of that pie

You do not find it because there is no program that is able to do it for you. I did not research anything on the web. Just think about it.
However, you can try fiverr.com. They can do some nice caricatures for only $5 or $10.
