Avoid paypal with all costs. I can't recommend paypal. So many people screwed by paypal buyer. Sellers will always lose. Remember about ebay horror stories. There's no way you can win against buyer.
I've learned that lesson in very hard way, costing me over $2000.

So he can do a charge-back and get free coins.
Would be even cheaper to simply not buy dogecoin at all (recommended method)
Why not use exchange? That would be much cheaper.
