with his budget, he cant buy an account atleast 4months old, maybe atleast 1month is enough as he can only buy a Member rank with that amount

With 0.03 I think you can only bought a Jr. Member with 56 activity. Why not just use this account you used in posting to get you through what you can possibly buy with 0.03? I doubt you can find a deal with that low price too.
I'm pretty sure that 0.03BTC is sufficient to buy a decent Member account at least; I saw an auction for a potential full member account go for 0.03BTC a while earlier.
