Well, for the price issues, some googling (http://www.hltv.org/forum/779473-global-elite-account-price), (http://www.elitepvpers.com/forum/counter-strike-trading/3434203-wts-selling-2-cs-go-accounts-rank-global-elite.html) suggests that the minimum price you would expect to pay is around 50 USD.
An account with more wins in total, more hours in CS:GO, more years on steam or more other games would sell for much more. (More likelihood of being a legit player, and other bonuses). Be careful buying accounts with small win numbers as they are likelier to be cheaters.

From pretty reliable boosters, you can get from unranked to GE for 100$. That should be your maximum price.
There are people selling SMFC accounts for around 35$ with 100s of wins, and vouched boosters offering boosting for around 40$ (or lesser) from SMFC to GE.
Check other forums, theres a chance you would get ridiculously high offers here.
I suggest not accepting any offer >100$ as you can get the same from more recognized users on other sites.
And even above 75$ is pricier than usual, 50-75$ should be the cost.
