I don't think echange sites are reliable either. They ask for personal information too that is real so to keep them safe too from theft.

You can't have a IBAN (a bank account) to match with Paypal name (if the PP account is not under your name).
You must try other methods (like echange Paypal for Bitcoin for example).

I can also make the accounts with vcc's. My problem right now is to take the money out.
Why not just get a cryptopay btc debit card and load it then use that to verify you paypal account?
