No I dont think you can transfer from NA to EUW.
AFAIK you can only transfer between EUW and East.

Shouldn't take too long, especially since I'll have tons of free time this week and next with classes ending for me. I'd say I can probably do it within two weeks, definitely within a month, and of course faster if you'll pay me to get the XP boosts.
