When you posted "WTB" how much do you plan to pay?
Are you going to pay for each connection or bulk?
Linkedin is unique and very different from Facebook as this Linkedin contacts have different target market and I would guess that there would be a few or very few will provide such service to sell a contact to you. In my case I have a Linkedin account and I have around 700 connections. Those connections are related to my business. I cant sell those connections to you since they are the one who will approve you to be added to their connection.

Depends on your sector of interest, because if you are working (or "will" to work) for a company that trade "gold" probably you haven't any interest to get connected with some one that work as "programmer".
Also nationality could be important.. most of the times people start to add user from their nation and then add also people from outside (Uk, USA etc)...
Remember that first you need a good profile (all sections compiled), start from your univ. friends, parents and then grow your connection, if you have a good friend base and a good profile, it's really rare someone refuse a request.

Where you come from? Eu country or other one?
by the way you can start also adding "influencer" on your sector, recruiter, and follow groups of interest.
