Why dont you directly buy from exchange?
may be bcoz he is using different payment method that exchanges don't acceptor trying to hide from the taxman.
He could use localbitcoins, but the online prices are on the higher side.
Is there any payment method that can not be used on localbitcoins ?
Bank transfer and cash transactions are used. I don't think stuff like Moneypack, Skrill, Paypal etc are used.
Though those are not used much, they are supported feature on LB.
