What country do you want it for.
I have a few UK paypal no 21 day hold.
Mine have the eu limits still in place - I will supply you with the docs to send pp to get the limits lifted.
BUT paypal 21 day hold can come back to an account anytime - this is not just for UK paypal accounts.
eg. If you buy a paypal from someone which has no 21 day holds and if that paypal has previously not had much selling history or has had low money amount of sales, if you suddenly start receiving large amounts of money, holds will come back, especially if money came from ebay.
So with my accounts, there is no 21 day hold as they are aged over 3 months and are used weekly by myself but if receiving money from ebay, you must start selling slowley, not just hit it up or the hold will come back.
