That's the Xbox version at $28.99, I think OP wants the PC version, right ? PC version starts at $53. You missed the preorder big discount where they were selling at $25.
It is a bit weird that they are offering Xbox version two times cheaper that PC version, I guess it is as you say - there were some preorder discounts before..
