Playing the wannabehacker from noobie you will ending up in jail for doing so don't risk your " freedom " for a few bucks.
No company will explicitly tell you they allow VPS use for "hacking or cracking" because it is illegal. They would get shut down by the authorities in their country and the risk involved would likely mean it costs A LOT MORE, not being cheaper.
