This statement of yours is totally misleading. I have no first hand experience with USA paypal, but I have vast experience with UK and most other EU country paypals. I myself lifted a limit from a paypal account in UK just by giving them a photoshoped bank statement - and it happened 4 days ago. It all depends how good your photoshop skill is. Sure they are more strict now and you can't just get away with shitty looking scans like few years back, but they are still most fuckable and this won't change anytime soon I guess.
For those who still looking for something reliable, let me give you guys a free tip: Don't just photoshop a doc image and send right away - instead, after doing your photoshop, take a good real-looking print of it, fold it in 2 places so that it seems came out from an envelope and take a good photo from your phone - and send that to paypal. This will work for utility, bank statement or any other kind of docs, except ID. To prepare a good ID you will need to print it on some real-plastic-looking thing and then cut it in perfect shape so that it looks like a real ID and then take a photo of it. So it will be more complicated to make a ID like that, but I know people who provide such things lol

I can understand if, buddy is using personal account to sell outside ebay but, if is going to use this on business account. There is 99% possibility that it will not work and i bet he/she will lose his/her fund along the line when paypal start's requesting for proof of uncle,proof aunty ..ecc

based on your comment above, paypal & ebay have one thing in common they tend to tolerent shit when you a new on these platform or when incoming sales/fund to your paypal & ebay account is not that high to pose risk to their system.
☞I bet you when you start making $50,000 - $100,000 there approach & method of verification will be more strict toward's you.
Paypal is the no.1 online processing gateway and if, you think within the past year's they where able to screen scammer's just by manually reviewing submitted doc, then you get it all wrong. They have sophisticated screening tool's to detect fake document(s)
But, sometime they tend to overlook thing's if, it will not pose high risk to their system.
