I've used bitcoin.de several times, and you don't need to be in Germany (I'm not).

Virwox also fast, but limited and high fees.

Not as far as I know if you don't want to upload your ID. Sorry. Well, I guess your best shot would be to post something in the German subsection and try to buy BTC from one of the members there.
