I can add just about any 3rd party offerwall to this to allow users to earn BTC for lottery buy-ins. It will increase revenue, user retention, and lottery ticket entries.

Currently, yes (via bitpay). But PayPal, NetBilling, Skrill, And Zombaio can all be set up as payment options with relative ease.
There are additional payment gateways as well, but they are $15 each (ComproPago, 2checkout, Robokassa, Coinbase, CoinPayments, Stripe, PayFast, WePay, and Payza)
If one was to use other payment gateways, it may make more sense to set up a point system rather than using BTC as the main currency. But all of this is very possible. The website is highly configurable in the back-end.

I'm hoping to get some offers, as my price point is flexible, but I would like to recover some costs for my time I've already put into it.
As I stated, there is some work that needs to be done to streamline everything perfectly, so you should have some skills to be able to do so. But if that's an issue, I would be happy to help resolve those issues if the price is right. As you stated, it currently asks for a shipping address and it will need a little work to re-route that properly to a btc address. It's not that difficult though and I can probably fix that relatively quickly. As I stated though, my other projects have taken priority and that is why i'm selling.
