Yes, they may have lowered their standards or given cryptocoins more credit after a certain date. It is speculation, but the incentive is there for them to get more customers if the grades are higher.

Somebody has offered the stated price and said payment will be sent shortly, so the coin is now sold.

It seems that way. Coins that were graded in 2013 or 2014 can fetch a higher grade I've been told. Although I haven't tried this myself.

When was this graded?

I bought it 4/6/2015, so probably a little while before then. I read that ANACs started spiking the grades shortly afterwards.
