Depending on how the original developer licensed their product, you would actually have to take their permission.
It doesn't matter how much you change their code, as long as there is 1 line of their code, it is still under their license (depending).
Assuming he is selling CoinDice and CoinWheel, the above is confirmed. Seller does not have correct licensing permissions.
