I think you misunderstood (unless I did). "Potential xxxx member" generally means that the account has posted in enough 2-week periods that, with enough posting, it will reach xxxx ranking. So its activity is not limited in the way that your account is.

i think he meant that he will cost him about 3+weeks to get the potential rank of the account he want to buy that is why he can only offer .25BTC for such account. i maybe wrong?

You were both correct. I didn't know that you could post in "enough" two-weeks period, but on the other hand it will take substantial time to get those posts.

Ps: I don't know what's the price between these 2 people. Before giving account details make sure the amount is correct & gets at least 1 confirmations then give the details.
