I wouldn't be buying one, but if it were me I'd want it on the older version of the OS, just in case I wanted the older version(or even one that's newer than what it has now, but older than the latest) for some reason. My understanding is that iPhones can be troublesome to downgrade, but are simple to upgrade should the buyer prefer the latest version of iOS.
Tell me the price of iphone 4 is it locked ?
My understanding is that Verizon bulk unlocked ALL iPhone 4S models.

Bear in mind there still some technological limits as to what you can and can't do with a CDMA phone.

I have several iPhones that I am readying for sale. Most are 4S 16GB Verizon phones. I am curious to know if there is a general preference from potential buyers as to what iOS version is on the device. Would people prefer that they be upgraded to 8.4 prior to selling?
I am gathering up what I have and should have detailed listings up sometime later today. If anyone has anything in particular that they are looking for please PM me and I will let you know. All sales will be to US buyers only and will use a forum escrow.
