No. It's the original nano which can be used for Bitcoin cash, Segwit and Bitcoin forks.
I heavily doubt that anyone would sell Nano S for around 22$

Finland. The shipping is included on the price to anywhere in the world (without the box).
Should be quite fast because last time i sent to australia on the same class, it arrived in around 7 business days to the other person, so you can expect a quick delivery time.
