I need 20 of these things. Why won't you accept paypal?? I have no ltc/btc but my paypal account is verified and I have an excellent ebay history. Is there any way you could make an exception?

I recieved my cables in the mail they look great. Having difficulty setting my 3rd card up but I do not believe it is a cable issue.

Nope, just the standard no-fluff version.You don't need capacitors on the risers, any half-decent PSU will regulate voltage fluctuations for you - in addition, graphics cards already come with capacitors.
