I think its a future activity which is added virtually to your account if you are inactive for a while. Correct me if I am wrong.
Pretty much this. Put in simpler terms -
Every fortnight that you post at least once, you claim 14 "potential activity". If you have more posts than activity, then 14 (or up to an amount that adds up to your activity) will be added to your activity each week.
