no negative trust and unverified positive trust

I would like to buy an account like this, but the maximum i can bid is 0.12... Not because i think the account would be worthless, but because this is the maximum i can spend right now...
I'm interested if:
- the post quality is good enough to be accepted in a signature campaign
- the signed message is with an addy of an unedited post of at least 3 months old
- the potential activity is indeed high enough to be a hero...
- no bans, no loans, no negative feedback
- an escrow is allowed to verify your claims, and used to conduct the sale (i'll pay the escrow fee if applicable).

Yeah the account may have the potential activity to be a Hero member but can you be a bit clear on how many ?
"how many" of what?
He wants 0.2 for account. Hero can be over activity 480 so in (480-270=) 210 days (7 months) minimum
