then its unisable
PayPal will block it if bank and card holders name are different than the registered

Can't you set up a bank account with one of the services offered here with any name and use it? Or just use it for ebay or amex then
that's fraud
and if you don't use good vpn paypal might block both accounts when the real owner contacts them
