I will go higher or do custom VPS packages. A few reasons these VPS systems are nice is because they're located in Phoenix Arizona in the Phoenix NAP Datancenter. We host to individuals in China for tunneling purposes, all the way to Turkey and even the country Georgia with a latency of a mere 200ms at that distance. Any one in the US will have sub 50-75ms response times. European clients get around 100-125ms response time and about 140-150ms to Australia.
I don't have any feedback from Canada or South America, but I'm sure it's halfway decent depending on your connection speed as well. The ISP we use has 20 different carrier Tier 1 ISP's so most of the time the hop counts is pretty low.

As long as it's not illegal in the US / we don't get a notice about your account, you're free to do whatever with it.

Child Pornography
etc.. (Use your head, if it's illegal in the US, and you think we'll get some flack for hosting you, then your chances are it's not a good idea.)
