As far as I know, Xapo doesn't accept or doesn't deliver debit cards in the United States.
I have a friend from US who asked his friend from Canada to have a Xapo debit card and delivered to him to US. It was hell a expensive.

I don't think Xapo can offer the card in the US. A lot of things are restricted in US markets.
I just received my Xapo card last week, have used it a dozen times and am quite happily surprised. It seems to work very smoothly.

This is correct. I can only attest to SC and NC, if it's locked to particular regions in the US, but you most certainly cannot use the card, or even the account, without complete verification as well. I have a few satoshi locked in there as we speak.
I have used cryptopay plastic debit card to verify and purchase from paypal and i did it successfully. I also have virtual cards from spectrocoin but when i try to add them in freelancer it is giving error, don't know why.

Spectrocoin does work in the U.S. But I haven't tried it for verification on U.S. paypal yet.
