Where is the news though? What I can read is just trials and it does not really seem to mean that XLM will be the actual blockchain used by the actual digital Ukraine money IF it becomes a real thing in a few years.

Yeah I too understood the same on reading some articles. They are hiring the expertise form XLM team but it don't mean the blockchain of the final currency would be in Steller blockchain. They are planned to be an independent blockchain with it's own way of securing the network.
