I just sent a ticket to their support. I'm also looking for btc-paypal exchange earlier this week to pay my hosting. The support said that they'll refill their reserves around next week.

The reason is chargeback.. they can claim that they didn't receive what you have agreed upon, just try to research it there are alots of reason why people don't accept paypal as a medium of exchange for bitcoins.

True. Since there's no way to confirm that they received it, they don't accept TXID as proof

Paypal isn't usually accepted for bitcoins because of the possibility of charge backs. Probably only exchanges that you register with and give them all your information would take cc and paypal to buy bitcoins with.
