This site is run by binaryFate and that scam topic you linked to has nothing to do with it. I've used the service and it works great. No scam.

1. It says on their website, right now I see max 2 BTC.
2. Yes, you can pay with monero on any place accepting bitcoin by sending monero to xmr.to. They'll be converted to bitcoin and transfered to the service.
3. Monero is NOT the same company as XMR.to, infact monero is not a company at all, but an open source project.

i can't read 40 pages of posts, so what's bottom line guys on xmr.to, is it a scam or not?

The bottom line is that you have to do your own research. Here you will get a lot of mixed options.

A member posted about this company and it looks very interesting.
I would like to know the following. If you can help out, please do

1. I read about they have limits. Does anyone know how much one can receive or send with this service?
2. Also if I understand correctly, any place that accepts bitcoins, I can use xmr.to to pay those bitcoins, right? see https://en.wikipedia.org/wiki/Monero_(cryptocurrency) which says
XMR.TO allows you to make a payment to any Bitcoin address with the strong privacy provided by Monero
3. i'm a little confused if monero is the same company as xmr.to or not?

Thanks

This is monero related, so maybe better to ask on monero threads:
